Summit Meetings

  • Director General of Political Affairs of the Council of Europe Jean Louis Lorraine visited Montenegro in mid June 2007, and discussed the Plan of Post-accession Co-operation of Montenegro and the CoE with high Montenegrin officials.
  • President of Montenegro Filip Vujanović visited Strasbourg in the period from 30 September to 2 October 2007 invited by René van der Linden, President of the PACE, which was the first visit of the President of Montenegro upon joining the CoE. In addition to addressing members of the PACE, whereby he pointed out the achievements of Montenegro in the field of integrations into regional and European security and political structures as well as its commitment to continue with activities directed towards strengthening of the civil society, President Vujanović met with the Secretary General of the CoE Terry Davis and the President of the PACE René van der Linden wherewith further cooperation directions of Montenegro and the CoE were discussed.
  • Delegation of the Council of Europe who supervises the monitoring of the application of the Framework Convention visited Montenegro in the period from 4 to 8 December 2007 in order to gather additional information on the implementation of the Framework Convention in Montenegro, in accordance with the customary practice. During the visit the Delegation met with representatives of relevant local and State institutions, as well as with representatives of non-governmental organisations.
  • Delegation of the Council of Europe led by Mr. Cremades, Head of the Unit for Co-ordination and Mobilisation of Assets in the Directorate of Strategic Planning of the Council of Europe, visited Montenegro on 17-18 January 2008. The topic of discussions with Montenegrin officials was directed towards obtaining information on planned activities of the Government of Montenegro upon signing the Stabilisation and Association Agreement (SAA) with special emphasis on possibility for the expert support of the Council of Europe through IPA Programme.
  • Delegation of the Council of Europe led by Claudia Luciani, Director of the Directorate General of Political Affairs and co-operation, visited Montenegro in the period from 3 to 6 March 2008. Dynamics of compliance with obligations Montenegro undertook by joining CoE were emphasized in discussions with Montenegrin officials, in order to prepare the Second Report of the Council of Europe on Compliance with Obligations and Commitments.
  • Minister of Foreign Affairs Milan Roćen visited Strasbourg on 7 May 2008 and in addition to the presentation at the 118th session of the Committee of Ministers of the Council of Europe (CM CoE), he had informal meetings with European officials in the margins of the CM. Furthermore, Minister Roćen participated at the informal session of the CM with the topic 'The Council of Europe and the situation in South-East Europe',  invited by the departing Chairman of the CM, Slovak Minister of Foreign Affairs Ján Kubiš, and present Chairman, Swedish Minister for Foreign Affairs Carl Bildt.
  • President of the Parliament of Montenegro Ranko Krivokapić participated on 22-23 May 2008 on a two-day Conference of Presidents of Parliament of the Member States of the CoE held in Strasbourg. In addition to the presentation at the Conference, Krivokapić had a series of bilateral meetings with the Secretary General of the CoE, President of PACE and colleagues from France, Germany, Turkey, Serbia, Albania, and other.
  • Delegation of the Office of the Commissioner for Human Rights of the Council of Europe visited Montenegro in the period from 2 to 6 June 2008, with the objective to assess human rights situation in Montenegro and obtain information of interest for the preparation of the CoE Report on the Human Rights Situation in Montenegro, which is prepared in accordance with the common practice within a period not exceeding three months from the finalisation of the visit to the CoE Member Country. Representatives of the Commissioner had discussions, during the visit, with representatives of Montenegrin authorities, as well as with representatives of non-governmental and international organisations operating in Montenegro.
  • Montenegro was visited by the team of The Council of Europe Committee of Experts on the Evaluation of Anti-Money Laundering Measures and Financing of Terrorism (MONEYVAL) in the period 14 - 20 September 2008 for the purpose of more detailed estimation of the condition in the country. Second evaluation for Montenegro in the areas of fighting money laundering and financing of terrorism is expected.
  •  A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an eight-day visit to Montenegro (15-23) in September 2008 for the purpose of assessing the progress that has been made since the last visit in 2004, and the extent to which the CPT's recommendations had been implemented.
